Understanding the Geographic Distribution and Effects of Pennsylvania’s Economic Development Investments
This web site provides the first-ever systematic information on the geographic distribution of business locations receiving economic development subsidies in Pennsylvania. This information makes it possible to evaluate whether subsidies are being given out in ways that encourage job creation and development in older communities or in ways that contribute to sprawling land-use patterns and job redistribution away from older communities.
The information presented is based on an analysis of projects funded by the three Pennsylvania Department of Community and Economic Development programs that gave out the most economic development assistance in grants or loans in the July 1, 1998 to May 7, 2003 period: the Opportunity Grant Program (OGP), the Infrastructure Development Program (IDP), and the Pennsylvania Industrial Development Authority (PIDA) Program. (Click on each program name in the previous sentence to link to a DCED description of the program and to program guidelines.)
